You will need to find a local ham club that is giving the test out.
A side benefit to this is you can get a vhf/uhf radio to talk to your fellow submariners at a regatta or on the way.

but it is considerably more expensive, however, it does have a few more features than the basic hobbyking/OrangeRX models.
