Good charger, so I think that can be taken off the troubleshooting checklist. No balancing cable brings concern to me. You have some diagnostic steps missing because we cannot check the state of your batteries or individual cells. Well let us see what you discover this weekend.

How does one waterproof the balance charge wires?
Well.....my solution was to place the entire battery into a custom-sized "dive module" that has only two end cap penetrations. Those are for the positive and negative leads. Inside I wire a connector to the end cap so that I can change out batteries by simply opening the dive module and disconnecting the battery....then remove and replace.
Externally, as in the wet space, all wire connectors are waterproofed to prevent galvanic corrosion.

I have the Akula 1/96 scale, the prop is rather small, almost 2 inch diameter. I'd like to get a Lipo with a wire for balance, but the challenge will be how to waterproof it given that my battery stays out in the free flooding area of the bow. I think the battery might be just OK, I really pushed the motor hard last weekend trying to get it out of the mud. I'll know for sure this Saturday. Going to Home Depot is going to be expensive. Looking at their web site, the ones they list are far more than would really be required.
Do you have a Radio Shack in your area that's still open? Or perhaps a local hobby store?

Did you try the links to the multimeters?
One is Sears
One is Harbor Freight and the bottom on is Radio Shack.
There are others like Ace hardware.
I guess I could have put the names with the pricing.
