That's the missile guidance radar in the front of the sail of the used -to-be- a -Juliette that was in Providence, RI. It sank, was salvaged by the USN, USA, and USCG for training and is now being scrapped in Providence. The blue bridge in the background was featured on "Mega Movers" on Discovery Channel a couple years ago.

Oh Dear! Sorry, when I first saw it I thought it might be an x-tail wing of an unknown sub. So I went to the sited website and saw the full size picture and said holy cow! Its an airplane wing.
