I think you are assuming that it would be publically viewable vote ... which it doesn't have to be.

The community votes via a secret ballet to an official. Those ballets are tallied and entries ranked based on response.

At the regatta the "winner" is revealed with the requirement that
a) they are in attendance
and
b) they have submitted the contest dues

If the leading entry does not meet (a) or (b) the next highest ranked entry simply takes it's place.

Post all videos online in one thread saying it is a entry.
Last week before regatta add vote page to thread.
Let everybody vote.
Winner recieves bragging rights.
Announce at regatta and in magazine.
Don't give me no stinking plaque !
