        You may want to take

You may want to take a look at the Dive manager built by model controllers.

This device has a built in water sensor, propotional ESC, servo valve control and failsafe. It's primarily designed for use with a compressed air ballast system, but can easily be adapted to work with a water pump instead.

They used to cost about £27 direct, and I think they're still available at that price.

              Well if you can make

Well if you can make something smaller than the model controllers dive manager, I wish you luck.

Mike uses surface mount componentry in his designs, and the price he charges is less than the cost of the components in my experience.

The dive manager is only 1"x2".
