Measuring those things and providing feedback for $50. Tall order.
Do they perhaps mean adjust rather than measure? Adjusting speed and buoyancy is very much easier than measuring it.
Also I don't see any requirement in the description for wireless/radio control, so the boat could be controlled via an umbilical, which will further simplify and reduce cost.
