I call major bull Crap here! Orders to deploy nuclear weapons do not come from bodies like NATO. Those orders would come from the very top of the food chain in the US Government.

Sorry, I missed this thread.
I was assigned to the GW in 1969.
It had come from Holy Lock and was in dry dock for a major overhaul and re coring.
It had been there a few months already.
I arrived just as re coring was being completed.

Working on the GW in the dry dock, both crews and a lot of yard workers where in and out of the boat.
I did not hear anything about any thing NATO related.
I did hear a lot of other things.
