    SubCommittee Report back issues

    I have down loaded back issues from Issue #1 to Issue #20. When I opened Issues #1 through #8 They could not be printed. The security has all issue locked! Later issues could have any page printed without a problem. Could the Issues #1 through #8 have their security set as the later issues have been done?
