Isn't it the plan book one wants for modeling a fleet submarine.
Amazon list it as out of print, limited available.
Found that info by checking other books by the author.

Agreed....this isn't the large plan

Agreed....this isn't the large plan book, but there are a lot of very good photos in this one. This is similar to the publications by Squadron. (e.g. U-boats in Action and U.S. Subs)
