Thought it might be 32nd Parallel. They used ballast tanks and vents like those pictured. I had the same set-up in a 32nd Type XXIII, the first of many subs I never finished.
it looks like fiberglass. This is the second time he is trying to sell it. The first time he had it up, he sold it, but the bidder must have backed out. Also the first time he had shipping at $99, now he charging $299 shipping.
