Yet, Another smoke/fire incident onboard an Indian KILO

I wonder if it is common for diesel/electric submarines to have fires, or compartments filling with smoke, or is it just India's. And I wonder if these KILOS were built in Russia, China, or India. Could be sabotage, who knows, it seems strange that India would have so many incidents like this.
