If you had an OLD Golf or Whiskey class submarine, the next logical step would be to arm it with a ballistic missile, and send it out to fight amongst modern submarines----------------------right?
North Korea's naval command must be crazy, their current submarines would never survive, almost everybody's submarines could take on their submarines in a SUB-VS-SUB battle.
