I found what appears to be the one place where you can obtain the biography of Lodner Darvontis Phillips (1825 - 1869) the builder of the first submarine on the Great Lakes. He built several subs and designed a number of others including "submarine armor". The book is sold at the Michigan City Indiana Old Lighthouse Museum. Michigan City was the home of Phillps' 1845 submarine experiments and the author Patricia Harris was formerly the curator of the museum.
They have no email address so you have to send a check for $8.95 for the book + 3.00 shipping charges. The curator of the museum said they are running low on the books and that the book's bindings are not very good - but if you are into early submarine history, its worth the money.
