US post-Tench Class topside lights are in a fairly standard arrangement. They conform to the rules of the road both inland and international with some exemptions. These mainly deal with width of the side lights, location and height of mast head light, etc.
Three lights are removable and on stanchions. These are the forward and after anchor light and the mast head light. The anchor lights are only used when tied up, anchored or moored. When underway the stanchions are taken down and stowed below. The mast head light is generally used when in inland waters underway. When rigging the bridge for dive, the light is taken down and stowed below also.
The running lights are in pressure tight fixtures and permanently mounted. No--these are not on while submerged.
