Without a band saw, you can tape a line around the cylinder where you want the cut line to be.
Make the tape, 2 layers thick and then make a second tape line right next to the first on the cut side.
This will guide a hobby razor saw and keep it from wondering off line.
When cutting, do not put much pressure on the saw and just let the movement back and forth cut through.
You can use a standard hack saw with a fine tooth blade and again do not use much pressure but let the weight of the saw to the cutting.
When cutting, follow the cut with the saw by rotating the cylinder so it only cuts on one side.
When cutting pipe the saw wants to cut on the front side and the back side at the same time.
Avoid doing this.
Change the saw angle so only the front side is cutting.
