I've seen different screw sizes in same size collar, sometimes an inch size, sometimes metric, depends on the manufacturer. If you don't have a thread gauge or some labelled machine screws to test with, then the best bet would be to take the collar up to the local hardware store and try some screws to find out what size it is.

I took my wheel collars with me to test fit the screw.
Went to the local True Value Hardware store.
They have specialty parts in little slide trays.
I found they had stainless steel grub screws in I think it was 3 sizes.
They also have them in metric sizes.
And for more selection, both Lowes and Home Depot have these specialty draws with Stainless Steel grub screws.
But they don't call them grub screws. "Hex Set Srews"

4-40 sounds right to me too. Stainless is definitely the way to go. https://www.microfasteners.com/ is a great source. They sell the hard to get sizes we use that the local hardware store doesn't. Their customer service is first rate too.Warm regards,

Most likley its 4-40. You can figure it out by buying some taps in 4-40 and running it in with fingers if it threads right in its 4-40. If not try 2-56 (next size smaller) or 6-32 (next size bigger)sigpic. You have to ask yourself one question...would the admiral approve
