I will be starting a build on a 1/35 Bronco type XXIII soon and I am looking at using 2 of the RC Sub Workshops micro piston tanks but this would give me a capacity of about 140ml of water. My question is would this be enough to give me negative buoyancy for static diving or assisted dynamic diving.

I doubt very much that will be sufficient. I think you'll need about 300ml min. That's an educated guess, you may get away with a bit less, but not 160ml less. The same company do make some bigger tanks.
Ark model do some medium size tanks that would work for you, with 220ml capacity per tank, you could trim them down to your required buoyancy.
Another possibility would be to ask Ron Perrott if he could make a special module adapting the tanks he uses in the Skipjack module conversion to fit in a smaller cylinder.
Finally, consider the purchase of a small lathe and learn to make you own. Then the only limit is time and your imagination.
