It wouldn't surprise me. I had my current project (one of Kevin's Oscar IIs) appraised for insurance. My insurer wants me to insure it as a WATER CRAFT because the value is to high.
First - the US DOT is not the Federal body that is in charge of the water craft registration. That falls to the USCG, under Homeland Security.
Second - The USCG many years ago decided that registering watercraft would be a state responsibility. None of our models are big enough to qualify as a yacht - which requires USCG documentation. Since our model subs aren't carrying a full size person or two, that rules out having to register the model with the state.
Just my 2 cents as a retired USCG Chief Warrant Officer.
it's just the way things seem to go though, for example having to register and pay to have a fishing license or hunting license to be able to feed ones own family, something that God gave man free to do from the very beginning.
Now even a toy control line model air plane that has no electronics and can only fly in a circle has to be registered and carry a number on it because that falls under the blanket description as a "tethered drone".
So not being able to carry a passenger is nothing when it comes to the march of government bureaucracy.
No doubt next we will have to register and carry a permit to publicly speak about our personal beliefs.
