Sonar for RC - Sonar

Is there such a thing as R/C sonar (maybe it would be S/C). In other words, is the technology developed to where I can have a typical radio transmit to a buoy, have the buoy translate that signal into a sonar signal, then have that sonar signal go to a remotely controlled submarine and guide it??? I have thought about this since I have heard some complaints about radio waves and water. Also, what is the deepest a radio wave consistently transmits to a submerged submarine???
