Dave's FS-1 is trimmed such that it just barely floats. Depth control is very easily controlled with the elevator planes that are located in the aft end of the pumpjet.
It's really cool to see this sub spin on its own axis!
I like the way he made the windows in front out of mirrors - a neat solution to the problem of having room enough for (and then building) the cockpit interior. Very effective.
However he only makes the hulls, you would still need to scratchbuilt the WTC.
I think Dave does a thruster kit for the FS-1, and he also built a fittings kit which transforms Rick's Hull from a reasonable replica into a museum quality piece.
There's a whole heap of information on the build up of Dave's FS-1 on the Cult tvman website, alongside other projects and Rick's efforts are there to see too.

I watched it run at the 2003 SubRegatta and its performance is pretty impressive!
