In order for the wireless camera to transmit, the antenna must be above the surface of the water. I have the camera and antenna in the sail of my L.A., and get good reception as long as the tip of the mast is above the water.
Depending on your local licencing laws, a transmitter working on a lower frequency and a higher power output will be anle transmit with antennae below the water surface. I have had a gppd signal from 18" or so underwater.
