San Juan, 751, was first in 688I class to have fairwater planes changed to bow planes, and to have a ringed prop. Those and the dihedrals are the main external changes.
I made some bow planes for my 1/72 688 hull conversion to a 751 model, that a crew member said were the closest he had seen to the real thing. I don't have detailed info other than plans that came with the Ships 'n Things hull kit.
I'm not sure of their electronic functions, but they are the horizontal angled stabilizers just forward of, and lower than, the stern planes, in this picture of the Greeneville in drydock]Greeneville photo[/url]
The dihedrals serve a couple of functions.
First they help alleviate torque roll in a sharp turn, the boat has a tendancy of diving deeper in a turn at high speed.
Second they house the counter measure pods.
