Are thre private messages here?

I just got a content-free email which seemed to indicate I'd received some sort of private message, but I don't see any links on the Forums to access private messages.

Top right hand corner of your screen... It should show a little picture of a beigey colored box with a piece of paper in the corner, with the words, "Your Messenger (0 new)" next to it.

I definately do not have

I definately do not have such an icon, and I've tried it in both Firefox and IE. However in my post above I clicked on the little "PM" icon and it tells me "You are not allowed to use the messenger feature on this board."

Is PM'ing somehow restricted? Maybe I should enable myself for email....

It's possible, though I'm not certain, that that feature is restricted to SubCommittee Members only. If you're a member, email Jeff Larue at vicepresident@subcommittee.com to get him to change your status.
