I have read in the Subcommitte Report and on this message board about people who have scrach-built a few R/C model subs. I would like to learn how to do that for several reasons. Is there some kind of book I can look for? Can anyone give me more infomation about how to get started in learning how? Thanks,

Welcome to our world. The first answer is sign up for the SCR and any back issues you can afford. There are also several great sites if the internet is available to you. One of my favorites is John Vanderheiden's Typhon site at www.hrfsbo.com/sub/. He has a great work up of a scratch build. Also use the board and usually someone will have an answer for you.
'Model Submarine Technology' By Norbert Bruggen is an excellent reference.
It is a very involved book, and does require some technical understanding, however it stands alone as a reference for our hobby outside of any organisation.
The next thing to do, is find out who is local to your area and look at lots of different designs.
