Some of the better model
Some of the better model railroad shops will carry PREISER brand ho figures from Germany, they run a little smaller than other brands of ho figures and measure out perfectly to 1/96 scale and the detail is the best I’ve seen in that scale.
I buy the Art.Nr. 16345 (uniformed people. Dressed summerly), they make great officers and men!
You could probably order them online at walthers.

I have not checked out the Presier HO Figures very closely, but they do make a 1/100 scale series that is just about spot on for 1/96 scale. They come in painted and unpainted styles, and can be found by do a google search for "Preiser 1/100".
Plastruct also makes a series of 1/100 scale figures, but be sure to get ones that are three dimensional, as they have some that are flat. Check the online catalog.
Dean's Marine in the UK makes cast lead 1/96 scale sailors.
IMAI made two sets of figures for a 1/100 scale sailing ship called the Nippon Maru - they were excellent, and much treasured in the 1/96 scale warship community.
Finally, if you run across Micro Machines people at a garage sale you will find they are real close to 1/96 scale. Police, construction and rescue workers are easily converted with paint to modern sailors - even the hard hats can be working on the foc'sl.
