    Cool article:
    Despite ongoing advances in the field of underwater remotely operated vehicles (ROVs), the devices have remained tethered to the surface via communications cables. Such is not the case with the ExRay, however, which uses light instead.
    If you can cut, drill, saw, hit things and swear a lot, you're well on the way to building a working model sub.

      Basically similar to how your TV remote works. It sends out pulses of light ( infrared) to command your TV to switch channels or change the volume. Limitation is it needs line of sight to work, no obstruction between the transmitter and reciever, so it wont work if the water is too turbid. Also can't use it in bright ambient light ( bright sunny day) which would drown out the signal.
