OTW can likely help you out there. They produce dive modules that are essentially complete except for radio...just drop in and connect servos (and receiver). Their modules are of the sealed ballast tank with pump style and come with speed controller, BEC, and pitch controller pre-installed.
Beyond that you are probably looking at either Small World Models and D&E Miniatures....both make Propel-based ballast systems and both come with finished, working ballast systems.
The Small World Models module includes the speed controller and you just drop in the servos and receiver. (optional missing pulse detector and pitch controller need to be added by you)
The D&E module does not include any electronics and requires that you acquire everything and figure out how to put it together. (The servo for the ballast system is included)
If you are interested in building your own dive module, you can acquire all the parts (including electronics) from Mike's Subworks.
