Charleton Heston. Really BAD flick! Didn't even make it as a patrol flick it sucked so bad!!!!!!!! And this was from a crew that watched In Harm's Way 28 straight times (14 days, evenings and mids).
"In Harms Way" has been running on a local channel for what seems like 28 days straight. I'm such a sucker -- I keep stopping on it hoping it will somehow improve over the previous viewing. Some interesting stuff from a modeler's standpoint in the third act. But even that is ultimately disappointing.
The correct quote is, "This business will get out of control. It will get out of control and we'll be lucky to live through it." and as Paul noted it was Fred Thompson's Admiral Painter character who said it.

I always thought that was a particularly good scene in the movie. In the commentary McTiernan said something to the effect that there's no way Hunt would get made today. It was too deliberate and character focused for a millennial action movie. Sad but true.
