XXI and Fleetboat kit, whos kit are they? - who made these kits?

I ran across this photo on the SubRon5 website, Looks like a large scale type XXI and larger scale Fleet boat, both unstarted. They look like Matt Thors work! Are these still in production? Thanks in advance Jeff J.

the XXI is definitely the one Matt is producing from Doug's original. I'm not sure about the fleet boat.
