Howdy...I am trying to design a ballast tank that will vent air when filling with water but will seal off when the water gets to the top of the cylinder. Any ideas please?

Hi,
you can place a small floating ball where the venting tube attaches to the ballast tank, kept in place by a small grid cup.
When the water is pumped into the tank and fill the tank, the small ball will float closing the venting tube hole.
When the water is pumped out from the tank, the ball will drop inside the small grid cup, opening the venting tube hole, letting the air enter in the ballast tank
