I have been studying on CAD.
I have now two models (digital drawings), one of a periscope , and one
of a bollard.
These drawings can be made with open-source software
like Blender and wings-3d. Learning those tools is not simple, but once you know what you are doing it pays off.
You can send off your drawings to a 3-d printing shop.
I will be sending mine off to http://www.shapeways.com.
but since the cost of 'm is below a dollar I will have to fill the remaining 23 dollars with useful models.
I believe Matt Thor also offers a 3-d printing service.
anyway, it seems this is a good place to share these drawings. you can also order my models from shapeways in the near future, but then you cannot change the size or add details.
<edit : it seems I have to find a place for storing those files first. please have a few weeks of patience >
