New Yorker indicted in sub parts theft

NORFOLK, Va., Jan. 29 (UPI) -- A New York man was indicted in federal court in Virginia on charges he stole parts from an attack submarine being refurbished, it was reported Tuesday.
In an indictment recently made public, Frank E. Spaulding was charged with theft of public property and making false statements in the theft of two critical counter-attack parts worth $70,000 from the attack submarine Hampton, based in the Norfolk Naval Station, The Virginian-Pilot in Norfolk reported.
Spaulding was accused of taking two "submarine acoustic device countermeasure domes" from the vessel in December 2006, the indictment said. The steel domes are protective covers for anti-torpedo units on the sub's sides and used to confuse approaching enemy torpedoes.
The indictment alleges Spaulding sold the devices for scrap metal. When confronted about the crime, Spaulding told Naval Criminal Investigative Service agents he found the parts by a Chinese restaurant, the newspaper said.
The Hampton has since been transferred to Point Loma Naval Base in San Diego.
