Here is a very neat camera I spotted recently. It records in HD (1280x720, so not quite full HD but still very nice quality) and is similar in concept to the ATC2K/3K although the price is quite a bit steeper.
The site says water resistant rather than waterproof, which is a shame although I guess a small WTC could be fashioned to house it.
